A difference routes for a correction, not a shrug

Detection on its own is a report nobody reads. A drifted account cannot be finalized: it routes back for a correction, the paperwork regenerates and resends in one action, and the baseline it is compared against was sealed at the moment of sending.
  • The signed baseline is sealed first, so the comparison has something to be true about
  • Correct and resend is one action, not a new application
  • Finalizing is blocked until the difference is resolved or explicitly accepted
